While the promise of ‘AI cities’ and digital transformation dominates regional discourse, the underlying competition is defined less by headlines and more by the practical realities of energy, water, and policy.
The AI revolution is not just a technological phenomenon; it is reshaping the economic landscape of ASEAN. While global AI infrastructure spending is led by the United States, with hyperscale data centre investments exceeding a trillion dollars since 2022 (Asia Times), Southeast Asia is now seeing its own digital infrastructure boom. The region’s data centre ambitions have soared as governments and firms recognise the need to support AI’s massive computational demands. Yet, as AI applications—from generative chatbots to sophisticated surveillance—become ubiquitous, the physical infrastructure powering them is coming under scrutiny.
Crucially, this infrastructure does not exist in an ethereal ‘cloud’ but rather in sprawling data centres that consume enormous amounts of electricity and water. The nation’s Board of Investment (BOI) reported over 1 trillion baht (approximately $30.7 billion) in investment applications in early 2026, with the digital sector accounting for a significant share. The real story, however, lies in the companies leading the charge. Gulf Development, the country’s largest private power producer, has committed up to 140 billion baht over five years to boost data centre capacity, partnering with global giants such as Google, Microsoft, and a Singtel-AIS venture. Google alone is investing $1 billion in a Bangkok cloud region. In the world of AI infrastructure, ‘firm power’—the guarantee of reliable electricity—is now the most valuable asset, giving established power producers like Gulf Development a unique edge.
Indonesia: Sovereignty and scale in the spotlight
Indonesia represents perhaps the most intriguing case, where the drive for scale meets an assertive push for technological sovereignty. Microsoft has pledged $1.7 billion to Indonesian AI initiatives, while Nvidia is involved in a venture in Solo. Notably, RangeIDC, a Shenzhen-listed operator, is investing $5 billion in a Batam data centre campus—its first overseas project—leveraging Batam’s proximity to Singapore for low-latency connectivity.
Philippines and Vietnam: Potential and policy shape future prospects
The Philippines, often overlooked in regional analyses, is making deliberate moves to strengthen its AI infrastructure. ABB has delivered the VITRO Santa Rosa site in Laguna, billed as the country’s first AI-ready hyperscale data centre. Companies like ePLDT, STT GDC, and Digital Edge are also investing. Nevertheless, high power costs—around $154 per megawatt-hour, second only to Singapore—and grid reliability concerns have tempered enthusiasm. Still, the Philippines offers significant advantages: land availability, robust connectivity, and an English-speaking workforce.
Vietnam, meanwhile, is gaining attention for its regulatory approach. Hanoi now allows wholly foreign-owned data centres, attracting over $7 billion in AI data centre commitments before enacting its national AI law in March. STT VNG has launched its second hyperscale facility in Ho Chi Minh City, and Nvidia has established a research centre and acquired a local AI unit. Yet, US export controls on advanced chips have lengthened procurement times and increased costs, creating a divide between operators with offshore access to hardware and those reliant on local supply.

Beneath the surface, Southeast Asia’s AI race is not merely about building the most advanced data centres or attracting the largest foreign investors. The real competition lies in the ability to guarantee stable, increasingly green electricity, manage water resources in the face of growing public scrutiny, and maintain a delicate balance between American technology and Chinese capital.
Aggregate data centre capacity in Southeast Asia may well triple by 2030, but the region remains fragmented, with each nation pursuing its own path and priorities.
