TVK’s first TN Budget puts welfare upfront, backs it with infra and human capital investments

CHENNAI: The TVK government’s first budget, which is the revised budget for 2026-27, struck a careful balance between populist welfare measures and long-term investments in education, infrastructure and human capital, as Finance Minister N Marie Wilson on Wednesday unveiled a slew of new schemes while beginning the implementation of a few election promises of the TVK.

CHENNAI: The TVK government’s first budget, which is the revised budget for 2026-27, struck a careful balance between populist welfare measures and long-term investments in education, infrastructure and human capital, as Finance Minister N Marie Wilson on Wednesday unveiled a slew of new schemes while beginning the implementation of a few election promises of the TVK.

While welfare initiatives such as the Vetri Laptop Scheme and enhanced social security dominated the budget, the government simultaneously laid emphasis on strengthening public infrastructure through school modernisation, integrated student hostels, neighbourhood sports facilities, digital libraries, telemedicine networks and skill development programmes. Despite acknowledging the State’s tight fiscal position, the budget projected a strategy of combining immediate welfare delivery with investments aimed at improving Tamil Nadu’s long-term economic and social development.

Education emerged as the biggest priority, with announcements including the “Super Clean Super Campus” programme for 10,000 government schools, the Rs 2,132-crore “Palli Niraivu Thittam” for infrastructure improvement in 3,734 schools, establishment of Perunthalaivar Kamarajar Schools of Excellence, curriculum reforms, digital public libraries and branded bicycles with helmets for over 5.3 lakh Class XI students.

Higher education received a significant boost through the proposed Vetri Laptop Scheme, the TN-SUDAR integrated hostel project offering one lakh hostel beds, and expansion of AI and machine learning education across colleges, ITIs and schools.

The Minister also announced a comprehensive youth skill development strategy through the Vetri Skill Training Scheme, AI Industry Development Programme and expansion of TN-SPARK in schools.

For sports, the TVK government proposed 10 Olympic Centres of Excellence, neighbourhood sports infrastructure, rural sports competitions and one-hour daily sports sessions in government schools.

Social justice measures include Vetri Entrepreneur Scheme, Mannin Magal Thittam, Iyothee Thass Pandithar Habitation Development Scheme and Aandror Membattu Thittam for tribal habitations. The Budget also enhanced support for minority welfare, differently-abled persons and transgender communities.
